Certified by RECYC-QUÉBEC in 2005, Éco Entreprises Québec (ÉEQ) is a private, non-profit organization that represents over 3,000 companies who market containers, packaging and printed matter in Quebec. These companies and organizations (manufacturers, retailers, distributors and service providers) are major drivers of Quebec’s economy, generating combined sales of close to $110 billion annually.

ÉEQ is responsible for financing municipal services to collect, sort and condition containers, packaging and printed matter in Quebec in a sustainable development perspective. To do so, ÉEQ establishes a fair fee applicable to the materials designated by the compensation plan and collects contributions from targeted companies. RECYC-QUÉBEC then distributes those contributions as compensation to municipalities who manage curbside recycling services.

Involved both upstream and downstream of the curbside recycling system

ÉEQ provides companies with guidance regarding the environmental and social impact of the containers, packaging and printed matter materials they generate and supports them in the implementation of best practices. For example, ÉEQ encourages companies to reduce the amount of packaging generated and to use recycled materials for manufacturing their containers and packaging.

ÉEQ contributes significantly to the strengthening of the curbside recycling system. The organization’s main objectives are to make the system more efficient and effective in order to improve recovery rates for recyclables, control the cost of collecting and sorting materials, as well as develop markets for recycled materials.


RECYC-QUÉBEC has taken a place at the heart of the action when it comes to promoting reduction at the source, reuse, recycling and reclamation of residual materials, and influencing how products are manufactured and consumed.

RECYC-QUÉBEC’s vision is to lead Quebecers in the innovative and sustainable management of residual materials.

Under the Regulation respecting compensation for municipal services provided to recover and reclaim residual materials, RECYC-QUÉBEC is responsible, on the one hand, for determining the yearly amount of compensation to be paid to municipalities based on the data they are required to submit and, on the other, distributing compensation amounts collected from industry.

RECYC-QUÉBEC certifies industry funding organizations (IFO) such as Éco Entreprises Québec, which represents manufacturers and marketers of containers, packaging, printed matter and newspapers required to finance curbside recycling.

RECYC-QUÉBEC advises the government on the appropriateness of the contribution schedule that is developed by certified funding organizations and determines how much targeted companies must pay for each tonne of materials generated in Quebec.
